MANILA, Philippines-- “We want to make sure that this summit is not just all talk. We will not just walk the talk, but we will also stalk the walk.” Thus said Energy Secretary Angelo Reyes at the end of the Philippine Energy Summit on Tuesday, vowing to ensure that the resolutions and recommendations arrived at after almost a week of consultation would not go to waste.

Another radical idea, which was well-received by Arroyo -- though she did not name it in her speech -- was the ocean thermal energy conversion (OTEC) concept proposed by Fr. Daniel McNamara S.J., which would convert heat stored in the ocean into electric power. The President promised more research funding for the project as proposed by the Jesuit scientist.
